This scenario takes as its starting point the situation in Europe as of 1798,
more or less.  Its beginning is almost exactly the same as the civ2 scenarios
pack napoleonic scenario.  However, the map is much more detailed, and the
game extends far beyond the era of the Napoleonic wars.  Using graphics
from a number of the scenarios in Civ2 scenarios, this game allows one to play
out an alternate 19th century until the early 1920s (for good measure).
The highest level of technology is at World War I level.

The flags are from Michael D. McCart's set which I discovered as I was looking
for a place to upload this scenario.  Neat idea.

Obviously this scenario is not completely accurate, but I think it provides
a much greater level of detail in simulating European warfare than many of
the Microprose scenarios.

Feel free to modify away.  I included a map of the northern hemisphere
unrelated to the game which would make for a good WWII scenario
(which would include both European and Pacific theatres for once).

Finally, while all the civilizations, especially the French should be fun to
play, it is worthwhile at least once to try the Prussians (the weakest at the
beginning).
