relationship with China already teeters precariously since spying incidents plagued the 
National Security of the US in the late 20th century.

^Can the Third World, under united leadership, construct a creative relationship with the 
rest of the world, given that they now hold the power of the atom?  Will the European
Union remain neutral in its attitude toward Russia?  Will Russia, with the world's largest
nuclear arsenal, manage an uneasy peace with the US?  What of the world's Capatalist Countries,
with their rapidly expanding economies and increased envy of their more powerful Western 
counterparts?
