        
                May 1940 Europe Scenario Release notes: version 1.3

Credits:  I designed the map and approximately half of the unit icons.  The remaining 
icons are original or modified versions of Micropose releases.

Player Selection/Victory Conditions:  The Germans are the protagonists and are the
country designed for human play.  The AI isn't clever enough to offer a good fight.
A decisive victory can be achieved by conquering all of Europe including Great Britain,
but less the countries which were historically neutural.

Map:  Three new terrein types have been added, urban, mineral, and oil.  I did this
to have more control over production.  I went through numerous sources to create the  
map.  I believe it to be usefull for other scenarios as well.  National populations 
and city concentrations are roughly proportional to census data of the period.  
Production levels are also proportional.   

Units:  
	- Air units represent about 100 aircraft.  There are 16 types of aircraft in
the scenario.

	- Land units represent two divisions.  Ther are a large number of land unit
types including 18 tank types.  
		-- Infantry is great for defense and modern infantry (G 39 and 42
Inf) are good for urban assault.
		-- Tanks are great in the open, but early tanks are not recommended
for urban assault.
		-- Artillery can crack the toughest defense, but their ammunition
stockpile is used up after one attack (like a cruise missile).
		-- There are no spies and engineers may not be built.
 
	- Naval Units represent a task group of approximately 12 ships.  They may not
bombard coastal units.  If you want to bombard land units, you have to load a task
group with artillery units.	

Governments:  Government switching is not allowed.  
	-  The Russians are communists, get support for five units per city, but do 
suffer from minor corruption and waste.  
	-  The Allies are a republic, they have Women's Suffrage and as such can deploy 
large military force away from home.  
	-  The Germans and Italians are fascist, but I chose to use monarchy vice 
fundamentalism as the source political system.  I did this primarilly, because I can't 
except the notion that a conquered nation will willingly and productively submit to Nazi 
rule and that garrisons aren't required to maintain order.  Fascism supports three units 
per city.  

All major powers have an array of wonders to optimize the attitude, prodution and 
research.  Some of these are named after the leaders of each power.

Diplomacy:  Negotians are not allowed.  
	-  Axis minor allies and Vichy France exist at the start of the scenario.  
This wouldn't be required if the events text had a "change city ownership" option upon 
an appropriate event trigger.  I don't believe this to be a problem, because if the
Germans can't capture France by the end of June or July they probably can't win anyway.
	-  American production centers represent Commonwealth resources until January '42,
at which time production capacity will sky rocket with U.S. entry into the war.  
	-  War with minor nations is expected.  War with historically neutural nations is
not.  However, you recieve victory ponits for all cities captured.  The question is, how
much is it worth to you.

There are numerous event triggers.
