You will need to back-up the following files so as to not screw-up your current Civ II directory.
  Adivce.txt
  Labels.txt
  Pedia.txt
  Rules.txt
  Units.gif
Back-up those files, (Example: Back-up Units.gif by copying it, putting the copy in another directory, then renaming the orginal Units2.gif or something like that.)
and then place the files from the common.zip into your main Civ II directory. Place custom1.wav, custom2.wav, and custom3.wav into your Sounds folder in the Civ II directory. You are ready to play now.

3.	Overview of files

nw-euro.scn = The scenario file itself. This can be placed anywhere.
nw-euro.txt = the introduction to the scenario. This MUST be in the same location as nw-euro.scn.
readme.txt = what you are reading right now.
common.zip = file that holds all the information for the commonwealth government, which replaces the fundamentalism one.

4.	Overview of scenario
----------------------------

Civilizations-

United Europe:
One of the most powerful civs in this scenario, the UE is a civilization with a powerful military and strong economy, which would be difficult to beat in any war. But the problem with the Balkan States is that the majority of the UE's army is in old France and England.

United Western Russia:
A republic of the old western republics of the old USSR, this nation stands as a "buffer zone" between Russia and Eastern Europe, and is more than capable to hold out against any full scale invasion by the Russians.

Russia:
A old and powerful nation, Russia is on the side of the Balkan States, which may bring it into conflict with the UE. With one of the more powerful ground forces in the scenario, Russia could quickly turn the tide against unprepared enemies. Even supplied the Balkan States with a Nuclear Missile.

Balkan States:
A small commonwealth of states that are more interested in conquest than any trading. Yugoslavia is after it's old territories, Romania is looking eastward, Slovenia wants parts of Poland and Austra, and Albania and Bulgraria make plans to divide Macedonia and Greece. The true cause of this war, they have the element of surprise on their side.

Central European Alliace:
A alliance between Germany, Austria, and Poland, these three nations hope to stay out of the new European war, and hope to avoid a WWIII. Supporting a strong, all-around military, this civ could do well if forced to fight.

Neutrals:
The weakest civ in this scenario, the Neutrals are doing just what they're name inplies; being neutral. Even if brought into the war, they would be of very little help with inner conflicts in Spain and a weak military.

5.	Scenario hints
----------------------

United Europe:
Invade Albania with a sea force from Italy, and from there, start a two front offensive on the Balkans. The main problem is, they have a massive military for their small size, so it will be difficult to get any ground on them in their own land. Another possible beachhead is Greece, and from there, launch a full scare offensive there. Troops from France and England will be slow to reach the front, so Italy and Greece will be on their own for ahwile to fight of the Balkan fury.

United Western Russia:
Not being involved in any wars, this nation can choose whoever's side it wants to. With the mighty Russian bear breathing down it's neck on the Eastern side, and the fiesty Balkans from the South-West, this nation could be drawn into the war quickly on the UE's side. If fighting agaist Russia, launch a quick offensive, then either retreat or dig yourself in, because by then the far off military will have reached the front. If against anyone on the West, just drive through, as the Western border is relatively weak.

Russia:
With only a few sea ports, this nation will have a hard time on the open seas, though it's ground force is the best on the continent. The only problem is the UWR, who blocks Russia from Eastern Europe. Most likely, any attempts to fight against a nation beyond the UWR will force a war with the UWR jsut so troops can get through.
A massive supply of Nuclear Weapons can be used to your advantage, to make quick pinpoint strikes, and then roll your massive army through.

Central European Alliance:
Another neutral nation, as this civ, you can choose whoever's side you want. The UE and Balkans are unhappy with you, so you may accidently find yourself fighting both nations. Most other civs dislike the CEA, and playing this nation may find yourself fight a massive war with limited supplies.

Neutrals:
Troubled by infighting back in Spain, and with a weak military, a player who plays as this civ will be spending more time trying to fix his own nation before he can even decide who he wants to side with. Split by thousands of miles, a player might find himself having to spend a ton of money to but airports for airlifting troops fom one side of the nation to another. A very difficult civ to play.

When I ran this scenario on No Human Player several times to see how the computer would play, the Balkans would draw a stalemate unless either the UE or themselfs gained an ally (besides the Neutrals.) The other three free nations can turn the tide, and once, I found myself watching as the CEA and UE devastated each other while the Balkans and UWR attacked each other, only because the UE and UWR were allies against the CEA and Balkans.

Enjoy!
