BACKGROUND
----------
LUNAR FREE STATE:
  The Lunar Free State was the first planet to be colonized and its
inhabitants are fiercely independent.  The Lunar Free State is the 
closest proximity-wise to Earth and therefore very much at risk of an Earth
counterattack but the colonists will fight to the last man to protect their
planet and culture.

UNITED MARS COLONIES:
  Mars is the most prosperous and well-populated of the planetary colonies.  
Although it is allied to both the Moon and the West Venus Colonies, Mars 
plans to use the war to exert control over its allies and take Earth's place 
as the most powerful planet in the Solar System.  

MERCUTOPIA
  Mercury is the most distant planet from Earth and has its own secret agenda
for wanting independence.  The Mercurians are rumoured to have found some 
sort of alien artifact which enhanced their mental capacity.  The Mercurians
claim all they want is to be able to create a utopian society in isolation 
from Earth but their true agenda is unknown.

WEST VENUS COLONIES
  The atmosphere of Venus has only recently been tamed and Venus is still 
very dependent on Earth.  The planet-wide revolution that was planned did not
pan out and the more recently colonized east side chose to stay aligned with 
Earth.  With only half a planet, the West Venus Colonies are dependent on
military aid from their allies, Mars and the Moon, to retain independence.

EURASIAN SUPERSTATE/UNITED CONTINENTS OF THE AMERICAS
  Despite declining ocean levels, the Earth is the most powerful and 
prosperous planet.  Only two separate political entities remain on Earth and
they are both stronger than the most powerful colony.  However, the combined 
might of the other planets might be enough to bring them down.

PROBLEMS

  I had a lot of problems making this scenario.  When I use one of the editors 
for Fantastic Worlds on my computer it will often screw up.  It will get all
the names mixed up, so the units take the name of the unit before it and the 
governments are switched around with the commodities etc.  The Events file 
also wouldn't work for some reason.  Whenever I entered in something to 
happen that had to do with creating something, it would say that the data I
inputed was incorrect and the events would all disappear next time I loaded 
it up.  I've included another Events file with some of the things I inputted
 that wouldn't work.  If it works on your computer then use it instead and

then I may make another version and use some of my ideas that I couldn't use 
and better use the Unexplained Phenomena civ.
