I downloaded the Fascist patch v3.3a by Steven Strayer, and found
most of his changes to be great improvements on the game. However, two things
didn't seem quite right to me. First, Infantry seemed to appear much too ear-
ly in the game, and with Hvy. Armor immediately succeding (regular) Armor,
there wasn't much use in producing the latter. This prompted me to set about
personalizing this, and to make many other changes to improve the playabil-
ity and historical developmental accuracy of the game. This isn't a wholesale
overhaul of the game, but you may want to note the changes on your advance-
ment chart. I've noted the individual changes to the rules text with an *
at the line's end. I've also made a few general explanations at the beginning
of the various sections of the text.
The changes I made to the units gif are denoted by WW and by the word
"Maine" in reference to the potrayal of the armored crusier U.S.S. Maine,
whose explosion touched off the Spanish-American War. Mark Fisher supplied
the gif for the Jet Bomber, as well as the idea to upgrade the abilities of
the Paratrooper from his Commando unit.
I made a few exchanges in the terrain gif, and drew new coal and
mining representations which should allow you to tell if the underlying
terrain contains coal or grapes, long a pet peeve of mine.
I also changed the names of a few Russian cities who have reverted
back to their old names.
Finally, I've arranged the preqs to the military units so that they
become available with (relative) historical accuracy. The order that I sought
to attain was: Ground Units Naval Units

	   Infantry (Machine Gun) Ironclad (1860's)
	   Armor (Late WWI) Arm. Crusier(1870's)
	   Marines (Auto. Weapons) Dreadnaught (1906)
	   Howitzer (1930's) Destroyer (1910)
Mech. Inf (Late WWII) Crusier (1920)
	   Hvy. Armor(Late WWII) Battleship (1920)

The dates for the modern warships are approximate. I've mainly tried
to spread out their development so that their time of supremecy is long
enough to make them worth building.
I've also tweaked with the abilities of the Ironclad (coastal), and
the Carrier (5d and x2 vs. air units) to reflect their historical abilities.
The ironclad U.S.S. Monitor sank off the coast of N. Carolina when
the Federals tried to move it to the Confederate port of Charleston. A car-
rier, meanwhile, would be an easy kill if brought under the guns of a crusier
or larger warship. The carrier's 4 hitpoints may still make this more diffi-
than it should be, but defence against planes and cruise missles was the
determining factor in the choice. The modern supercarrier available with the
advance of Jet Propulsion would make a good additional unit, if you want to
replace something.
Now you need to look over the Readnext.txt, originally the
Read1st.txt in Steve's patch, to familiarize yourself with his ideas on
improving the game, and how to set up the custom sounds. Then go to the
Rules.txt and read about the specific changes that I made in creating my
version of things. Hope you enjoy.
