"After decades of oppressive rule under Mobutu Sese Seko,
rebel leader Laurent Kabila has begun an insurrection against the
government of Zaire.  Kinshasa is the key.  If it is taken by the
rebels, the government is Kabila's.  The only way to a decisive
victory is if all of Zaire is overtaken and no cities are destroyed.
With only 24 turns, things are in high gear."
