"Cartago delenda est" - Carthage must be destroyed.  The Second Punic War was almost the end for the Roman Republic.
Nevertheless, Rome was destined to repel Hannibal's forces and conquer the known world.  You are given the chance to reaccomplish this feat
by conquering Carthage, Greece, Asia Minor, Egypt, Gaul, and Southern England.  Note:  This scenario is designed to fully capture the entire
Roman world through to the time of Caesar.  A few historical inaccuarcies result: First, Rome's government is a monarchy
rather than a Republic, simply because the effects of that type of government better reflect the condition of the Roman
Republic.  Also, tribe leaders represent who the Romans dealt with when they got around to them, rather than who was in power
in 218 B.C.  For example, when Rome conquered Britain, it was being ruled by Cassivellaunus, who hadn't been born in 218 B.C.
