IMPORTANT:
(taken from Steve Strayer, Designer - Fascist Patch for Civilization II)

You MUST have AT LEAST version 1.08 of Civ II for this patch to run properly.
Versions later than 1.08 of Civ II will all run without error.  If you do not
know what version of Civ II you are running, select the "GAME" column from
the pull down menu and select "Game Options" (or "CTRL O").  This will list
your version of Civ II.  If you need to update your version of Civ II, go to
the MicroProse website at http://www.microprose.com or on CompuServe go to 
the Game Publishers Forum, keyword "Go Gambpub", to download the current 
version of Civ II, so this patch will run correctly.


First of all I want to excuse me for my not perfect english :-)
This scenario was made within about 3 weeks, so maybe not everything
will work fine.

Before copying the WW I files in your CIV2 directory, please save your
old RULES.TXT and UNITS.GIF files !

The following things were made/modified by us (Dorian & David):

(1) European map (made)
(2) RULES.TXT (modified)
(3) Some units:
    Modified: Helicopter, Submarine, Cruise Missle
    Made: Artillery, Zeppelin
(4) Scenario itself (of course!)

The following things were taken from internet:

(1) Paradrop Trooper, Alpin Trooper (Author: Michael A. Palmer at Steamchip@aol.com)
(2) Biplanes (fighter and bomber) (Author: Unknown)
(3) The other 2 Dirigibles (Author: Unknown)


RULES.TXT file:

- We added the following advances:

  BALLOONING: requires Combustion & Magnetism   allows: Zeppelin (obsolete with Spaceflight)
  SUBMERGING: requires Combustion & Automobile  allows: Submarines

  The 2 technologies should represent the fact that during the WW I only Germany
  had Submarines and "big" Zeppelins; as a compensation only the British 
  and the French can build Cruisers.

- Because of the relative "extensive" Map, we doubled the movement rate for all ships

- We decreased the attack strength of the bombers (from 10 to 7);
  it should represent the aviation standard at that time.

- The ZEPPELIN should used more for reconaissance as for attacking; it has an ADM of 4/0/24(x2)
