Same old graphics. No events. City placement is so poor that I doubt the author knows who Napoleon was. No readme.txt. Not worth the time of day.

There's almost nothing about this scenario that made me want to finish a game, let alone go for another. Tedium (too many units) and historical inaccuracies combine to earn this scenario a 3.````Japan owns Korea, England owns Aswan, and the Belgian Congo is a go. All in 1811. Napoleon is referred to as "High Priest", the sultan "Al aqueybah" rules over Berlin from his capital at Istanbul, and the Spanish are making Mamlukes.
