Hong Kong, to be precise.

Markos is a European mod for all forums, and there are plenty of other European mods. In fact, if I'm not mistaken there are currently 15 Staff Members (News Editors included), of whom only 4 live in the US (Ming, rah, ixnay and UnOrthOdOx).

To be frank, most of the Hosted Site Mods are Americans as well, but with the exception of Velociryx (who's British, IIRC) and St Leo, they rarely show themselves outside 'their own' forums. Or at all, for that matter.
