If you click on "Despotism" on the Domestic Advisor screen, you'll be given the option to have a revolution. This works whether or not you have another government type available.

, why not go one step further and make the gov's units , .......

that would be some addition

So Rebo must have had some government, tried to switch, and was left with only Despotism and his current government as the choices.
