What surprises me is that everyone who offered an opinion suggested it was a terrorist scare tactic.

I would say that is the least likely of three alternatives.

A hoax perpertrated by spammerhackers is quite likely.

A counterintel op by the US is also quite likely. Nothing like a little civilian fear to make the public more supportive of the military / government...
