It's called a quorum.
As long as the total number of votes meets quorum, then it doesn't matter how small the majority is compared to the full chamber... they just need a majority of votes cast.
This isn't terribly complicated, Uno.
EDIT: I see that MZ, too, is familiar with the concept of a quorum. He is correct to note that we do not have one. The only reason the abstain option is currently there is so we at least have SOME idea how many lurkers are voting in polls, but upon some polls people just don't have an opinion. If that's not worth as much as protecting your fragile sense of order in the universe from people casting pointless votes (by CHOICE!), then we can get rid of it.
