He sent in a set of orders that required something he didn't have, and when he was informed, he said he'd send in some new orders when he decided on them.

EDIT: And, as can be seen, he didn't do it in time.

Today the combatants seem to be taking a break from the war to rebuild, with Skanky Burns and Hercules building the cities of Camelot and (New) Berlin respectively, and Dr. Spike doing no-one knows what.

The distribution of power was sharply reversed today, as Skanky Burns and Hercules exchanged 2 nukes each, leaving both on 1 city, while Dr. Spike rebuilt the destroyed city of Nuclear War, leaving him in possession of 60% of the world's remaining cities.
