	Suffering from ads?

I don't see how it is an exploit. There is nothing you can do to prevent periodic declarations of war from AIs. So why should you stop a war which is in your favor even if no actual fighting take place? It's like saying that not making peace ar the first opportunity is an exploit. Methinks if you can destrou AIs economically rather than militarily, all the better accomplishment

Not sure what you are refering to as a possible exploit. Do you mean to stay at war longer than you other wise would?

I do not see any exploit in making them suffer from WW, if they started the war. I do that all the time to overseas civs that can't reach me. That is what they get for declaring on me, when I refuse to be extorted.

eternal phony wars of this type arent good ideas. i generally play monarch level c3c and i lately noticed that if i didnt end then asap they tend to get an alliance with a nearby strong civ and have it declare war on me ,generally at the most inconvient time possible (2 moves before getting advance of railroads for example) before im fully prepared negating any such benefits fromwar happiness. as in real life it isnt a good idea to let them fester on longer than absolutely required by the stupid no negotiation rule in beginning of wars.when I fight I prefer to choose time and place

At monarch, I would not care about anyone or everyone declaring war on me. They will not be able to win anyway.

At Demi or higher, it is very hard to be on good terms with civs. Early they ignore you as you are insignificant.

I do not call it a phony war, if they start it. It would be phoney if I start it and knew they could not attack. I am never going to be doing much business with them as I will have nothing to offer them tech wise until I have the game in hand. Anything else I have that they want, I do not want them to have (lux or resources).

You get to choose when and where when you are the strongest (not all the time even then), this will not be for a long time at the highest levels.

So my policy is to not make peace until they make it worth my while. This is especially true at deity and sid, because I will be in a no WW government the whole game. I am just ornery that way.

Anyway they will have the ech to get to me in short order at those levels. I behave the same way until they can hurt me.
