I remember long long ago we discussed allowing the Middle Age Combat Ships to upgrade to Industrial/Modern Combat ships - I think it was specifically Frigates->Ironclads.
IIRC, it was voted down, and the "break" in the chain was partly justified by the fact that you can't really upgrade a wooden ship to an iron/steel ship, therefore the break was "logical". There's no real raw-material reuse between the two. (Yes, I know, transports don't follow this logic. Go figure.)
Personally, I like the breakpoint and it makes sense to me. When you have a (marketspeak warning) paradigm shift so radical, sometimes you have to start from scratch. I think it's a good thing for gameplay and forces more of those interesting and strategic choices we're after.
Like you said, though, it's probably a matter of taste.
