vmxa1's made a lot of very pertinent points, and this is one. First, liberty city is a nonsence genre and we should not be competing against car racing (I assume that's what it is). It appears that they pasted two half-competitions together several times... If there was a full strategy game "region" in the poll, then it would have been Civ2 vs. Civ3 in the final! 
Second, sales mean nothing when comparing games on different platforms. In particular, on games machines, you had to buy the games, which have a much shorter game-life as they need to sell more a few months later, and they are much more mainstream. Many, let's say, part-time/amateur gamers -- those that buy a game and play it for a few hours at Christmas -- would be using these platforms. As for sales, for example, my little brother bought/got as presents all the early machines, 3 PS's, 2 PS2's, (yes multiple machines for different region's games!), a N64, GameCube, Xbox, etc, etc... he got many, many games, but I never saw him playing the same one a month later.
PC games, especially ones with a long life are slowly disceminated amoung the population - Civ was not an instant success, but I know few gamers that never played it. And in those days everyone copied games (well, I was at school and had no money!) We are talking about a game that has been developing since, and has kept people addicted the entire time!
As for the best game of all time, I don't think there would be many people on this site who would trade a short thrill of well-rendered graphics and the excitment of doing some new gameplay for the first time with years of the continuing pleasure of playing the challenging and interesting game that is Civilization.

The one advantage we have is that we are committed fans who take personal pride in voting for Civ, whereas most mass-marketed games will not have everyone following this poll to vote! We have been steadily improving our vote more than the other games. If we get to vote-off against something as popular as Doom was, imagine our pride... and their shock!
