I think it should be destroyed but I don't think that people should die in doing so, save for point defnse, while the sociological causes of terrorism are addressed. It is my belief that there is a bloodless way to defeat terrorism.
Iraq, incidentally, was one of the most educated nations in the world until the UN sanctions. It's not down to education, or an endemic lack of common sense, rather, in such an extreme situation, people will resort to desperate measures, where even terrorism appears to be common sense. Twisted justification of religion, a chance to feel like one is doing something about the perceived oppression, as well as fullfilling some primal machovistic urge of honour. Make someone think they are under attack and they will willingly fight. A lesson from Goering that both the terrorists and the West have learned well.

The trouble is that that will tend to strengthen the resolve of the one being bombed, escalating the problem. Since terrorism is a sociological phenomenon and not tactical, there is little tactical worth in bombing targets, except training camps and ammo dumps (that is really stupid thinking on the part of the terrorists). Most terrorist cells operate in their target nation, or at least the west, can make homemade explosives with weaponry kept at home. There isn't much an F15 can do with that. Sociology must be addressed with sociology (and its primal form, economics).

Ah! Benevolent hegemony. The trouble is that the issue of benovolence is questionable. I may act with what I think to be complete benevolence but another may disagree. For example, if I believed it was right to force you to join the communist party, I would think I was doing something benevolent but you would have an objection no?
At the end of the day, it leaves us with an equilibrium, that is either broken by "might makes right", which is a catch-22, or relativism and thus non-imposition. That's otherwise known as pacifism .
