The only one save mafia himself (herself) who can be sure of the true identity of the culprit is Jamski. So far his clues have been completely useless and possibly misguiding. I was following the clue about Tuberski not noticing the culprit at the moment of application of the agent. This clue points to holodeck as one's vigilance is certainly reduced while one entertains oneself in a holosuite. The man who used to run the holodeck was GhengisFarb and he proved to be a female shape shifter instead. That's why I suspect HongHu.

Theben hasn't posted anything since last Wednesday.
It is particularly unlikely he would come to rescue someone marked for execution by the one of whom Theben has such high opinion.

Episode 13 : To Boldly Go Where No Hong Has Gone Before

The crew demonstrated thier genocidal tendencies.
"Its clear, " said ADG, squeezing a tube onto a plate, "That Ghengis was being controlled by HongHu in order to kill people."
"Yes," agreed Alva "And then she killed him to stop him telling anyone."
"We should never have brought her on board" commented Rah "No matter how she got here."

The Jamski2000 counted the votes, and with Theben abstaining, HongHu was selected to be thrown out the airlock.

"You'd better leave that uniform here, Miss" advised Skanky "We don't want to waste it."

And so HongHu was sent spinning naked into the freezing void.

"I was right!" the holgram told Jon Miller "She was the killer!"

Jon Miller said nothing, as he had suddenly aged 1,000 years.

"Oh crap" said Rah "I bet I'm next"
"Have a slug of this illegal whiskey, mate" advised Skanky "They'll probably docpile Theben anyway"

It is time to vote again!
