Getting a settler vs a city is random and depends upon how you stand with the RNG gods.

Odds are better for expansionist civs.

FPS (stock Half-Life and its mods, Unreal, Quake, etc.)
Action/Adventure (Deus Ex, Thief, System Shock, Jedi Knight, Star Control, etc.)
Space Sim (Wing Commander, X-Wing/TIE, Descent: Freespace, etc.)

A bunch more genres and series or titles I'd care not to waste too much space even mentioning... I've been playing these games since the early 80's on my Atari 800.
