Assuming we are part of the Apolyton court Basus would like to start a discussion on the sovernty of states. This discussion could result in a ruling of the court.

We propose that all states registered in the apolyton region poses sovernty.

Sovernty is the inherent right to act as the nation pleases on his own territory. This right is absolute and as long as territorial boundries are not crossed then the nation can do as they please.

But as soon as a nation breaks his isolationist position and takes part in the international trade and politics his sovernty is limited to doining whatever they want own their own territory without creating concequenses for the international community. This interpretation has to be very strickt. Only consequenses that lead to a severe disruption of the international community of wich the nation is part will limit its sovernty.

an example: a nation that has signed several trade agrements and is trading on international level loses a bit of his sovernty when they start to dump goods on the market disrupting international trade. But only if dumping effects the markets linked to the trade agrements and international trade of that nation.
Their loss of sovernty will entail "economic sanctions" forced upon them by the community they disrupt.
These sanctions can never surpass the damage done by the disruption.

So, as long as they don't violate someone else's borders, nations can violate basic human rights, have their military conduct live fire exercises with real live human targets, test all kinds of weaponry on human subjects, exterminate whole villages with chemical weapons, etc., and the rest of us can't do anything about it?

It is just a draft. As soon as nations participate on a international level certain basic rights fall into place. these basic rights will develop as the rollplay develops. Each ruling of the court will colour the basic rights. It's just a system.

What is the actual point of the sovereignty discussion? Is it supposed to prevent nations being punished for things they do that are their own business, or is it intended to set up a framework for the Court or other groups to decide that whatever they don't like is international business and then punish the "offender"?

Of course, should a nation refuse to acknowledge the rulings of the court, the court could always insist that said nation be ejected from the region (obviously in EXTREME circumstances only), and as a supporter of the court system and regional delegate Ceroo would be obliged to enforce the ruling.
