Al Mastifis are free to leave the country, provided they can somehow remove their beacons and barcodes, avoid the satellite security systems, (depending upon the area) survive the Skhetmeri Desert, outrun/drive/fly helicopters, military aircraft, desert jeeps and (occasionally) tanks, survive out of the country with (for a commoner) no real book learnin' or (for most people) no second language.
