Private Correspondence, marked Personal and Confidential,
from Co-Chair Augustine Souza (RCP), on behalf of the Central Committee of the Jonchastan Congress of Neighbourhood and Workplace Councils,
and the League of Armed Neutrality,
to all ADU member nations
cc: Basus, Karakas, Free Azan, Noosland
The League of Armed Neutrality would like to formalize its cooperation with the ADU in regards to the situation in Azan.
We therefore propose the formation of a Grand Alliance, for the duration of the conflict in FCL/Azan, with the sole purpose of restoring all occupied territories to Free Azan.
The new coalition would consist of the four League member-nations (Basus, Jonchastan, Karakas and Free Azan), the four ADU member-nations (Guardinia, Ceroo, Centralis and Pavesia) and, if they are willing, Noosland.
There would not be a merger of the two existing alliances, nor would it necessitate the adoption of each other's platforms or policies. It would, however, entail a coordination of military actions in the defence and support of Free Azan.
Other interested parties may apply after the formation of the new coalition, but would be subject to the unanimous approval of all members.
In Solidarity,
Augustine Souza
Central Committee Co-Chair

Guardinia City, Presidential Palace
"So, they want to form another organization on top of the two existing ones?"
"Yes, Mr. President. But the proposed Grand Alliance would exist only for the duration of the current crisis."
"Well, I'm all about cooperating with the LAN on this, but three organizations all working with more or less the same stuff sounds a bit overly bureaucratic to me."
"I agree, Mr. President."
"Besides... if they are all going to be members of a Grand Alliance with the ADU, they can hardly claim neutrality anymore, can they?"
"No, Mr. President. I don't think so. But then again, they have already pretty much thrown their neutrality out the window by choosing sides and commiting forces to the defense of one party. They originally came there to conduct humanitarian operations and protect the innocent. This they could do without being considered partial, but they're way beyond that stage now, sir."
The president nodded.
"At least that's the way we see it."
[OOC: No official response sent yet. This was a private conversation between the president and one of his advisors. Guardinia is more than willing to cooperate, but this "being part of an alliance while claiming neutrality" thing looks a bit weird to them...]

re: Grand Alliance
[B]Ceroo Cabinet Meeting Minister Gage and First Minister Morgan present[B]
"Grand Alliance?" Minister Gage, Ceroo's defence minister seemed quite suprised, "They want us to join them?"
"They want the ADU to form part of a larger organisation," said First Minister Morgan, "A coalition in the Azan region for the current conflict".
"Well, we've nothing against them- it may help if we coordinated any efforts in the region", said Gage, "but nothing this formal is needed".
"Obviously this would need to be decided by the ADU as a whole, we should call a meeting"
"of course, First Minister"
"What about Noosland? Is their envoy on the way to sign the treaty or not?" Morgan was wanting to wrap up this meeting, there was much work to be done.
"They've already signed the treaty sir, the powercut at the DFA building has distrupted communications [ooc: my PM F*** up]- so that's all five founder members signed up".
"Hmm"
"Sir?"
"I wonder if they'll join the High Admiral's operation now..."

Proposal for an addition to the treaty
2b) Parties are to share information against common enemies, including those who trigger the activation of the treaty. Parties may conduct independant intelligence operations against individual enemies (i.e. not a common enemy of the ADU), although other Parties have the right to request information gathered in such operation. Information is to be shared with regard to terrorism, black market activities, and espionage activities against any other Party to the Treaty.

Ceroo DFA Statement to The League of Armed Neutrality
We have received your message, and would like to say that Ceroo supports the League working with the ADU as a coalition in the Azan area, however this matter would need to be decided by the ADU as a whole, so we have called a meeting of nations to discuss the issue. We will return our response shortly.
[ooc: so what's everybody else think?]
