Well, actually Emu came up with the counting system, to bad he doesn't seem to be around anymmore. I do know it involves rounding.
Here's the copy from the Basic Law.
"Ok, I've read the Knesset's Laws (thank you for the links, panag), and the system is good. The total amount of votes is divided between the number of seats. Let's say that there are 20 votes and 5 seats, so we have 4 votes per seat.
And let's say that we have three parties:
A-> 8 votes
B-> 7 votes
C-> 5 votes
First of all, only entire seats are given to the parties: A will get 2 seat, B and C one seat. After that, the excess seat is given to B, because B got more votes than C. If there will be more than one free seat, the first will go for B, the next for C, etc. and so on."
With the votes so far
8-2-1 (One, Imperial, Harmony), the total is 11.
8/11 = 72%
2/11 = .18
1/11 = .09
With five seats in play, One Israel's 72% would get it 3 seats. Other parties would need 20% to outright capture a seat, so now the question is where do the excess seats go? Does one Israel, by virtue of being top, get one excess seat, with Imperial Israel picking up the other, and Harmony in the cold. Or do the excess go to Harmony and Imperial?
This is actually quite academic, as the polls are not yet closed. I know for sure Stefan, who is counting votes, will vote, raising Harmony up to 2. There may be other votes, and perhaps a secret one.
Assume I just add Harmony's extra we get,
8/12 = 67% (One Israel)
2/12 = 17% (Imperial)
2/12= 17% (Harmony)
(Yes, I know it does not add up to 100%, I rounded).
Again, One Israel picks up 3, and now questions about the extra two seats, since no one won them outright.
Personally, I would give them to Imperial and Harmony, and get the 3-1-1 breakdown, but I'm not yet sure if technically that is what it should be. But I have no problem or objection with the 3-1-1, unless someone thinks we should interpret the laws in another way.

How is the Imperial Party going to take their seat? Stalin is currently performing duties as commander of the Northern Front, and the other member hasn't shown any ability to play the game...
I suppose Imperial could renounce their claim to a seat in government for an assurance that Stalin retains his command position in the army. Then it would be 4 One Israel seats and 1 Harmony seat. That is assuming Stefan votes. If he doesn't, Israel would have a 1 party government

Well if we don't have enough interested people to play all the parts, then sure, we could change the constitution. Combine Prime Minister w/Chief of Staff, combine Immigration/Defense and call it Labor Minister or of course, allow a person to hold more than one post.

unless I've misread the election thread, voting is over. One Israel garnered 8 votes, Harmony 1 vote, and Imperial 2 votes.
So shouldn't One Israel get 4 seats and Imperial 1 seat?

according to the rules of secret voting, Stefan must have posted in the election thread saying he had voted. He has not done this.
I'm going to go out on a limb and guess he has not sent a private message to any party telling who he would vote for. But any possible PM is pointless because he didn't post.

Unfortunately, I must agree, since Stefan did not vote. I also did not receive any PM's for private votes.
This means the breakdown is
8/11 = 72%
2/11 = 18%
1/11 = 9%
One Israel obviously get's three seats.
Imperial Israel, with 18%, is only 2% away from 20%, so I think they would get one seat.
As for the last seat, One Israel is 8% away from 80% for another seat(which would give four seats), while Harmony is 11% away. Therefore, I think One Israel, based on the election math, would pick up the fourth seat for a 4-1-0 breakdown.
If anyone disputes my math, please let me know, I am not at all adamant about getting that 4th seat for One Israel, since three is enough to run any government we so desire.

I dont know what to do about this. Stefan was just around a few weeks ago.
I thought there was something somewhere that said you had to have at least two votes? Or is that rumor?
Give me a couple of days to catch up and get over jet lag.
I say for now we give a seat to harmony, b ut in the future we should probably do something where you need at least two or three votes to have a party. We can discuss and poll it.

there was no absentee ballot, he was simply absent.
