I've dredged up (rather belatedly) why I instinctively steered towards Librarian
When a scenario is set up, we check the flag "Force Difficulty Level" which ensures that all players are at the same level (otherwise the game simply puts the start player at that level, everyone else defaulting to librarian)
With me so far?
Now when a faction gets eliminated by the CMN in the Scenario Editor, the flag gets disabled (although it's still checked when you look at it), so the workaround is to set the diff at librarian in games with fewer than seven factions. That way all play at the same level, the starting one at Librarian, then the balance at the default, also librarian.
But in this game, with the diff being set to transcend, only Chaunk's Gaians will be at that level, all 5 others will be at Librarian.
(If any of you can make SE changes now - try and do so and look at the cost. It should be 40 ec's if the flag were valid, 24 at librarian)

My morganites are absolutely at transcend. I am at FM with a cost of 40 PLUS when a base grew to size 2, the second citizen (pre b drones) was a drone that I had to doctor away.
I will check my spartans drone situation next turn by walking a police unit away from the base to confirm its at transcend as well.
But is gthere any reason for these two to differ??

Ok--terrain is mixed and the worms caused me a loss or two. Exploration is moving along and I like the map . It seems like a lot of the maps I have seen folks like googlie and darsnan use recently with lots of island chains and the possibility to expand in several directions.

Nope it was NOT a turn send notice. While I can post on apolyton from work sometimes I cannot play turns.
Sorry but I won't get to this turn until tonight-- Unfortunately I slept in until almost 6 a.m. this morning which left no time for gaming before heading to work
