I think you look at it too one dimensionally. Certainly 3MC don't give much advantage over Horsemen when attacking, because that isn't where their bonus over Horsemen is at all. 3MC are Impi that can attack, or Horsemen who can defend. They serve multiple roles, and the one you are overlooking is what makes Jags (at 15 shields) and Impi top teir UU's.
3MC are just about on par with Impi as pillagers. They'll get there later (Horses and Cost), and not be able to hold Mountains as well (or at all). But they have the ability to take out Settler pairs, kill off the AI's counterattacking Archers and Warriors, leader farm, and/or turn it into a true offensive more efficiently. 3MC's upgrade path is better too.
Compared to Jags, 3MC's get there much later, but can defend and attack. The upgrade path favors the Jags a bit as the tech rate will probably be slow with all the pillaging.
3MC's GA will generally be better timed than either. It seems pretty balanced to me.
