What do you think would happen if you tweaked the editor to allow settlers to produce cities on coasts, oceans, and sea tiles?
Perhaps, the entire map would be filled with culture boundries and naval combat could become a little more interestings. Consider them atols and naval bases.....assuming that you some how limited their growth.

I'll do that, I made a mod like that on the original Civ III.
Although, the AI was not intelligent enough to realize you need to load the settler into a transport then move out to sea to settle.
I think I'll try and find a way to make settlers move in water.

What is the point of making over 31 cities? In reallity, making a lot of cities (like the AI does) does nothing except give you a little bit of military support and more land.
Once you have built up a massive array of cities far from your capitol, they become like duds, even with happiness, court houses, police stations, and a more advanced government.
I have seen level 12 cities, 21 potential shields, 30 com., produce only give me 5% of that even with all of the corruption buildings rushed. It is a waste of time and effort to go crazy making cities everywhere.
Perhaps Communism could counter-act this, but seeing as how it ruins your core cities, I don't think that it is a very good investment.

I have an example of ocean cities, I simply need to know how to picture it and scene it on here, any help on this?
