Both have about equal promises... Make either of those two cities a worker pump, and the other one has room to grow. One is about to finish an aqua (if not set to granary or market next turn), the other is on a river. That last part makes it a bit more destined to be a lib/marketplace city, though. Arcadia has good commerce, and needs time to build buildings. Solace doesn't have that: it is decent in commerce, and has decent spt. But of course, there is the loss of shields, which Arcadia wouldn't suffer from.

It all comes down to what's more important: a barracks city (like Solace would easily become), or a high commerce city (which is more the role of Arcadia). I'm not following this game close enough to even give advice, but my hunch says we need commerce more than military power. There won't be any invasion before marines, just wall everything with NM.

BTW, I'm not sure if MT is a good idea either... it is if we want to go on the offensive, otherwise it's simply a detour. They will be obsolete before we can use them.

Arcadia already has a Granary. It can also be at size 6 and serve as a pump instead of having to be at size 5 like Solace would require.

How many granaries are present in the empire anyway? It feels so strange to have granaries in every city we're considering... This is going to make a nice bonus once they are all sold

In that case, Arcadia obviously makes a better short term choice compared to Solace. Long term, I'm not convinced, but by that time we can switch if needed, or build another pump somewhere else.

- Zenophobia and Elucidium are allready pumps.
- Arcadia can become a pump.
- The rest is better off being sold, unless growth is imminent. That's 4 gpt won, together with something close to 16 spt.

No, not really. Those 4 cities are using 8 irrigation tiles, maybe 9. Without granaries, no need for irrigation. I did miss something, as it should have been only 8spt, we don't have RR yet

It's probably going to be a while before we can get round to mining irrigated tiles, there are still a few cities using undeveloped tiles and setting up the worker cities is more important right now. In the meantime the cities can probably be managed to work more productive tiles where ever possible while keeping efficiency in mind.
