Both have about equal promises... Make either of those two cities a worker pump, and the other one has room to grow. One is about to finish an aqua (if not set to granary or market next turn), the other is on a river. That last part makes it a bit more destined to be a lib/marketplace city, though. Arcadia has good commerce, and needs time to build buildings. Solace doesn't have that: it is decent in commerce, and has decent spt. But of course, there is the loss of shields, which Arcadia wouldn't suffer from.
It all comes down to what's more important: a barracks city (like Solace would easily become), or a high commerce city (which is more the role of Arcadia). I'm not following this game close enough to even give advice, but my hunch says we need commerce more than military power. There won't be any invasion before marines, just wall everything with NM.
BTW, I'm not sure if MT is a good idea either... it is if we want to go on the offensive, otherwise it's simply a detour. They will be obsolete before we can use them.
