Sounds ok with me to disband and then rebuild cities with farms once you have produced your settler in them(I assume). Thus the farms will be gone.

About techs I suggest that you give away the tech furthest down your list to every player and the tech should be a non OFT tech.
No reason to give the same tech to everyone, it might even be impossible depending on what we have researched.

Monarchy, Theocracy and Republic excluded...

turn 72 to Protoss.

i played my regular turn and saved. then i made the tech gifts and ended the turn. then i reloaded the save and ended the turn rightaway. this way Protoss gets two turns from me, one with the techs gifted, one without.
i suggested him that, if by the time he plays his turn no one has objected the gifting, he open the gifted turn, otherwise the ungifted.
