This was actually used in Starlords, the precurser to MOO1, in which extended fuel tanks on a ship allowed other ships to go farther. You could park your ext fuel ship in a useless system at the edge of your range and your other ships could then explore beyond it. theoretically, you could daisy chain a bunch of these all the way across the galaxy.
The idea was ressurected, in a way, in MOO2 with the outpost. since you can even put outposts on gas giants or asteroids, most systems have some way of increasing your range. It makes more sense to me, also, than the refueling ship. seems to me that thing sitting there would run out of gas eventually.
