Just FYI, those aren't scouts. The AI is sending fighters to claim the systems.
The AI is getting pretty effective at scouting and colonizing systems. If you play alone on assistance level and watch the AI send out fleets, you might be surprised to see how fast he scouts & colonizes systems.
Assigning military fleets still needs a lot of work, but that will eventually come around before the beta.
