Well, the headline and the text of the sign at the bottom, as well as the text beside it is in Danish, "The U.S. wants to save European culture from extinction. What's their justification?".

I believe it is from the Danish Communist Party some time in the late 1940's.

Might be Norwegian instead. Upon further study, it seems the text beside the sign says "Med hvilken rett?", rett instead of ret points to Norway.

It's certainly post WWII, if I'm not mistaken the creature's lower left leg is supposed to be an atomic bomb.

I'm not so sure it's post WWII. It's from 1944 if we are to believe the site where I found the Dutch version I posted earlier in this thread:
