Well, the dome teams are neatly eliminated in the playoffs with regularity so there's little chance of them sullying the Superbowl with their presence.
As for the good weather thing, I don't agree. Part of football is dealing with the environment you have at hand, and I think it adds a lot to the game. The Superbowl should be available to every NFL city to host. Southern teams have an advantage in hot weather, and Northern teams in the cold. Superbowls will be divided between the two areas, which seems fair.
