Maybe, but if the SDK allows great modifications, then we could have a "Civ5" made by fans before Firaxis does another one. Which would not be bad at all.

Hm, here the analogy doesn't work, because you don't see George Lucas saying to a bunch of Star Wars fans: "here, boys, these are the Industrial Light and Magic studios, and here is Harrison Ford and Mark Hammill - now go ahead and do your own Star Wars movie with them!"

Or just look at Half-Life. Its SDK contained all the game code, except the engine. In the result, there were hundreds of fan-based mods, including Counter-Strike, and in the result, Half-Life still sells copies and is a tremedeous success. And, that SDK and those modding capabilities didn't prevent Valve from release Half-Life 2, which is, in turn, another great industry success.
