Hey, listen. In most areas of the US, there is some recognition by the monied leaders of the community that part of the process of making their community great and part of their wealth is determined by helping people move from the poor to the middle class. Part of this process requires effective government, especially effective police. Capitalists can do this like champs -- just look at Carnegie.
I don't sense that positive vibe emanating from New Orleans. I don't think it's a coincidence that the city has stagnated over the last several decades.

and to whomever hires them. If these folks have been hired to do private security, thats one thing . . . I just don't understand why there would not be enough regular police and military to provide the regular policing function
Hasn't policing gotten somewhat easy in the sense that anyone roaming around can be investigated.

The private security people that I know are definitely better trained than the police or the army. The ones that guard factories or stores at night get only a few hours training. The ones who are hired for high risk jobs like Iraq probably get more training, but I doubt more than a few weeks. Many of them are probably ex-military though.
