(obviously if you plan to do an hotseat game this is feasible)
SCDARS: i though to realize storm but in a more destructive way: when a ship is moved east-west, till the proper advance is researched, there is a fixed chance that unit simply vanish crossing the ocean; BUT if in the stack is present the Columbus special unit then crossing ocean is safe (in this way player should use carefully Columbus to "escort" important units while "jumping" between maps).
Your idea is really good also: a ship moving toward a colony is caught in a storm and find itself in an unknown ocean, probably i'll put in your idea also (if you don't mind obviously...)
For your idea about sea tides [I'm lacking the English word now too but you get the idea], what about using unit move modifications? if the ship moves in the right direction between two tiles of this stream it gets a move bonus while if it moves in wrong direction it gets a move penalty (it maybe difficult to implement but we're testing the library power, right )
Wonders triggers? well, wonder events are the most easy to implement, the library has function to get a particular wonder status (Not built,destroyed city in which it is built) and to set this status (allowing the user to destroy a wonder, to reset it or simply to change city in which it is built).
i've planned a couple of events using wonders triggers but since i haven't coded them (only studied if they were feasible with CSPL) it's better keep silence.

The problem here is that attack and defence values are not related to single unit but to unit type (while, for example, movement is related to unit since Civ needs to know if you have moved that unit or still not); so it seems you can't raise attack or defence values for a specific unit.
BUT probably you can obtain a similar effect with a, maybe complex, trick:
I think you could obtain a similar effect using AttackCheck, AttackCheck is a user routine i made to keep trace of battles in the game. it wakes up when a battle take place, and reads attacker, defender and winner of the battle.
To obtain the "General" effect you can write up an external routine to simulate the battle with raised attack and defence values and, when AttackCheck says a battle is taking place with units of General stack involved, you simply say CSPL to ignore Civ2 battle result and to use the result of your custom routine, overriding completely Civ2 battle checks, there are things to check anyway, first of all you should find a function similar to standard Civ2 function to avoid strange effects when your function overrides the standard one (remember civ1 "phalanx against tank" problem?) and probably some other things.

the "lose only one unit at a time" effect is a difficult one, i think it is possible to realize with CSPL but in a very complex way.
I think also that modifing slightly the CSPL library this event could be easy to implement, but due to inner architecture of actual library, that event actually is very complex to realize.

Hmm...this looks very interesting! I wonder, can this be used for Fantastic Worlds also or only Test of Time? Has there been any progress towards a workable version?
