Ahoy Captain Flomper! It is good to hear from you and to see that you take an interest in our little border dispute.
In your previous communication you state that your ships sail under international colors and bear neither participant in this conflict ill will.
I am very glad to hear this, and would like to truly believe that your motives are sincere and unbiased. Yet my good friend, you are aware that the Hive Collective posseses the Empath Guild, and with its power we see that you still remain a Pact Brother with the Cyborgs, and that you have stationed 'Pirate' vessels within the Cyborg coastal base.
Captain Flomper, the Hive Collective has one question to ask.
For what purpose do you extend the olive branch of peace, and yet openly side with our rival?
Surely you can't expect the Hive Collective to now believe that your motives are truely humanitarian. You have openly sided with our ruthless rival. A leader, I will remind you, that has overseen the use of Nerve Gas weapons against helpless Hive citizens. That, Captain Flomper, is why the 'borgs are under 17 years of Economic Sanctions!
There is indeed a solution to our dispute, and it shall present itself shortly.
Please see that your citizens do not become accidentally involved in this dispute. We shall endeavour to remain faithful to our treaty and friendship with you and your citizens. We only ask the same in return. We would not like to see you, my friend Captain Flomper, or your noble citizens needlessly drawn into this disagreement.

Chairman,
It is true that the Nautilus faction has an agreement with the 'Borg which permits our use of their cities as refueling stations. I respectfully submit that the International fact finding party, whose vessel you have seen, is in no danger of becoming "accidentally involved in this dispute", unless Hive forces attack it or the city in which it is anchored.
Now I must report that the first fruits of our fact-finding mission are being gathered. The Nautilus faction has agreed to abide by the International Agreement on Economic Sanctions, but we remain convinced that something more must be done to stop the violence. We are convinced that a political settlement to the conflict between the Hive and the 'Borg can be found, and we call on the other communities of the world to join the International Campaign for Peace with Security in the Middle North.
Chairman, Prime Function, if it will help I would like to offer the hospitality of my retreat, "The Drunken Wench", as a suitable environment for negotiations.

"Chairman Killjoy, sir. S-sorry to disturb your meditation sir, b-but we have just received a disturbing communiqué from our outpost at Labor Network."
A long, painful pause follows. Beads of sweat begin to glisten on the brow of the nervous administrator. Chairman Killjoy opens his eyes.
"Go on, Staff Assistant Takai," the Chairman replies quietly.
"Yes s-sir! Ahh... One of our skimships, patrolling the coastal region near the Cyborg base Trojan Source, intercepted a partially encryted transmission from Prime Function Qualicide to Planetary Govenor illiria. The transmission was immediately relayed to Labor Network. The Chief Sector Warden has relayed the decoded message to Hive Command. The message reads;
"Iria- apparently the cpu decided to give me a "donation" for my support, or was that you?"
That's all sir."
The long pause returns.
"Staff Assistant Takai, alert the First Commander. Have him assemble the People’s Council within the hour. I will be there shortly. Dismissed."
As Staff Assistant Takai quickly leaves the private Meditation Chamber of the Chairman, Killjoy’s mind begins to ponder the many implications of the intercepted transmission. What is the nature of this 'donation' that the Prime Function refers too, and what future implications could this renewed partnership between the Cyborgs and Bene Gesserit have for the Hive Collective?
"Interesting," whispers the Chairman as his eyes close once again.
