Which it wasn't. I wish I COULD improve the AI, but then so does every Civ'er.
One thing that I have noticed about the AI while designing scenarios it that the closer to a "standard" Civ II game you make your scenario, the better the AI works. Which should be no surprise, really.
So all Civs being broadly equal in power and scope at the start is good, having a balance between exploring, colonising, scientific research and war is good, and so on.
Given that, I'm quite pleased the AI in Bonaparte does so well, without settlers or any really significant scientific research.
Just lucky, I guess...

I received the turn today, I played my turn and I have just sent it to Shaka.
Austria was moved by the AI.
Only some minor incidents in the Austria-Russia border.
