But I haven't been strict in enforcement of this policy, and some of the new mining techniques have rapidly increased the toxin levels near our more developed bases.
"I'll pass along my security advisor's words -- quietly -- to my governors and try to convince them that cutting back pollution will lead to sustained growth and profit levels in the long term (even if it means a bit more short-term inefficiency).
