In the South-East of the temple district (Near one of the sewer entrances) there is a "Guarded Compound" (I think thats what its commonly called?). You can't see the entrance as its facing to the north, just move your mouse over the building until you find the entrance.
One of the opponents on the second level has it. - Note that this is a fairly tough fight if you're just out of Irenicus' dungeon.

From what I remember Celestial Fury is a +3 weapon & inflicts a stun (save applicable) on every hit + a chance of about 20pts electrical damage + it has some equipped bonuses.

Actually I was thinking of registering so that I could tell all of those nice people about the powerful new class I've discovered. I call it the Kensai-Mage.
