The Cyborg Secretary of State addressed the Planet Council in the most serious and stern manner. "Today, I come before you noting the most serious of threats against planetary peace. It has been noted by intelligence that the Peacekeepers, in total violation of planetary treaty which they authored and are a direct signatory, are now developing a planet buster!

The Secretary, while addressing the council, looked directly at the Peacekeeper member of the council and asked directly, "Why and what is the purpose of your violation, and why are you building it when planet has been at peace for such a long time? Don't you recognize that the others will follow your lead in building their own planet busters?. The Secretary now waited for a response!

Aborman was building a planetbuster first arcoding to his recently submitted UN documenation. HOWEVER, NO other militry unit was being built! I see that EVERY SINGLE CYBORG CITY IS BUILDING MILITIRY OFFESIVE UNITS and no defence ones! It is obvoius what the cyborgs are up to but the UN will not be part of ANY War. Only units for the self defence of UN cities are in production.

The UN Maintains that it will not do any first strike of any peaceful country on Planet.

Let us cease this unwanted militry buildup and arms race and go back to peacful and profitable reasearch!

Open Letter to PK Comstr:

Please note that the Cyborgs did not have any military units in construction until last turn. Their construction was only in direct response to your building of the planet buster. We also do not war but you openly and blatantly violated our planetary treaty not to build such a weapon.

I have asked Arborman to also desist from building such a weapon this turn as he started building one in direct response to your building such a weapon after I notified him of your building construction of such a weapon.

I agree totally with your proposal to cease the unwanted military buildup and arms race and go back to our peaceful and profitable research. However, we must agree not to build any planet busters as it destabilizes the world. Otherwise, it will only lead to additional tensions with the Cyborgs having to maintain its course to eliminate your threat of building such a weapon. We seek your help in going back to the peaceful ways of infrastructure and research!

The superpower is now throwing his weight around. We smaller nations have little option but to fight back however we can. WHile the University had hoped to avoid war, we find that through no actions of our own we are in a Vendetta state with the Consciousness, as a result of their assault on our friends and allies the Peacekeepers.

While we certainly hope the COnsciousness will desist in prosecuting it's war of domination, we can do little but fight back until that time.

Secretary of State 1520 hours PY 2295

The Secretary of State announces that the State Department continues to seek support from the Peacekeepers and the University to end the current hostilities. The Secretary stated the Planetary Agreement signed by both the Peacekeepers and the University expressly forbids construction of planet busters. However, contrary and in direct violation of the treaty, both nations insist on building a planet buster.

Such action is consider by the Cyborg Nation to be hostile along with with military actions against the Cyborg units who are seeking to put an end to planet buster building capabilities.

Although faced with difficult resistance, the Cyborg nation has been successful in eliminating the Peacekeepers construction efforts of their planet buster. We repeat our previous statement that the University needs to desist in its building of its terrible weapon. There pledge not to build planet busters combined with their pledge not to continue their attacks upon Cyborg units will result in our pledge for a cease fire. Deployment of the planet buster and continued military action will prevent a cease fire and an end to these hostilities.

The Cyborgs clearly emphasises that this action was not started by our nation. It was not the Cyborg nation who choose to violate the treaty to which all of us were a part. The University states that we wished to throw our weight around. If that were really true, the Cyborgs could have consumed the Spartan, Believer and Cult nations with relative ease. However, to maintain peace as set out by the Peacekeepers and the University to end the earlier hostilities, we've maintain our peaceful existance with them and respected their borders.

Thus, we remain commited to peace and hope the planet buster building and deployment does not happen. Your actions next turn will determine which path you choose to take.

Captain Jones sat nerviously at his desk in the red illuminated darken Special Operations Room. He knew what was at stake in this special priority mission authorized by the highest authorities.

His units that were assigned to this mission should have reached their designated waypoint #4 several minutes ago. Suddenly, the speaker which had been silent since the beginning of the mission as per mission orders, cracked in Special Opts "Red Rider, this is Blue Bell 3, Anvil 7 and Stomper 2. Our units approaching designated targets. Formations splittings to proceed to attack designated targets. Arming pickles and locking on targets." Then, what seemed to be an eternity, silence came from the speaker.

"Red Rider, this is Stomper 2. Mission accomplished! Planet Buster destroyed on launch vehicle! Returning to base" . The room erupted with congratulations! Captain Jones picked up the phone to report the results to the highest levels of the government.
