The game got stuck and I guess your turn got lost somewhere along the way. Bird nexted you because he didn't receive any feedback from you. Being the moderator, he decided to get the game moving. emailing Bird to check on the status of the game or posting here regularly helps Bird quickly sort things out. Believe me. I know.

FYI, I just received turn 68 from Nimrod, but I'm willing to wait a while longer if you guys agree to replay turn 68. Unless I hear from you soon, I will play the turn first thing tomorrow. Ready or not!

Owned land is the space that cities occupy and what have been agreed between nations. If there was no previous agreement between the Americans and the Russians then it is obvious that the specific area belong to the first who claimed it which is the Russians.
