Balderdash.
Just don't start drink distilled liquor after having drunk fermented (though the reverse is okay). And actually, as long as you don't over do it, you can ignore the first sentence altogether.
The "rule" is because you can drink very large quantites of distilled liquor, compared with fermented, and if you're already drunk off fermented liquor, you won't likly be paying attention to how much distilled liquor you are drinking, which can lead to hangovers, alcohol poisoning, and death. Where as you can more easily hit a physical limit with beer and wine, since you fill up.

There are two decent theories on hangovers. One is that hangovers are caused by dehydration. If you drink at least one glass of water for every drink, you will have, at worst, a very mild hang over. The only time I get hangovers is when I forget to do this. Now, this could be because if you're drinking water, you aren't drinking alcohol, which gives your body a rest, but since I tend to drink all my water at the end of the night, I don't think so.
The other theory is that cheap liquor has what are called isomers (impurities) in them. I've only seen this mentioned on Skyy Vodka packging, which then goes on to say that it's been distilled four times, and it has the lowest isomer content of any vodka on the market. Maybe it's true, but I think it's marketting bs. I'll bet I could get a hangover drinking Skyy if I tried.
The last bit of advice I'd give you is: Life is too short to drink cheap liquor. Don't waste time with cheap, crappy liquor. You do get what you pay for, and the quality stuff is definately worth it. When you're older, take some wine/beer/whisky tasting classes, and learn what truely good liquor tastes like. After my wine tasting class, I couldn't go back to drinking the bad stuff. And, there's actually a good bit of low-priced, but high quality liquor. Read various trade magazines to learn what you should be looking for, and enjoy drinking for the taste, not the drunk.

Hahahaha!! That was great reading!! Especially that door-thingie! We had a party with a vomit out of the window, too.. it was 6th floor, and the people at the first floor were watching television, all the family there nice and quiet, when... *splash* straight into the living room window... well, some 5 minutes later some guy comes to knock on our door: "Excuse me... might I speak to the owner of the apartment"... well, he was cool, Mika (the puke-guy) went and cleaned the window nicely, and had a nice chat with the fellow (who told that he once had a party when he was 18, where "vomit flew like sh*t into the fan")...
...and the best thing was that the following day the city actually called a cleaning service to clean the pavement of Mika's vomit. It was sunday
...hmm...I bet we can top the door-stealing one day 
At our town there's this local old-testament-fundamentalist-group that gathers once a week in a house. They have their own letterbox. Well, actually, they've had 4 different letterboxes during the last summer... but let's not talk about it
