No such position exists.

However, the things that you are most concerned with fall under the influence of the City-Planner/Imperial Expansion positions. Perhaps you should announce for one of those jobs...

However, you cannot on your own decide the policies you espouse, though you can try and direct things in that direction as a Minister. You would still have to offer polls with options, and you would have to follow the voters in those polls in your recommendations to the President.

But if you want greater influence, you have to get elected to a Cabinet post and follow the rules of the game (both Civ and Democracy). I will say that if you were to be elected to a post, it would sure be an interesting experience for us all.

No. While we can be Communist due to the SoL, we have not discovered Espionage. I think that would be a valuable asset. Spies can both investigate and then act further. Plus they are great defense against Diplomats.
