Time limits. Hmmm. Might be an interesting option, especially with a multiplayer game and simplified models. However, getting complex models would probably be suicide unless you have nice long turns.
Oh, and RPM. Have you ever played at a chess tourney? Sure, opening moves usually go quickly, but thats because they have been diagnosed tons of times over and over that most players already know what they will play vrs what. But turns still take 5 minutes. Even more! I've spent at least 15 minutes on some crucial moves. (both when winning and losing, in chess that is a very thin line! )We're talking a minimum of an hour to make all your moves, which means a game can go on for 2 hours! Most tourneys tend to have longer time limits, and even add time after x number of moves are made. Unless you're talking speed chess. But thats for wimps. Unless its for Bughouse... Hey, Candle'bre bughouse! you kill an enemy unit, your partern on the other map gets to use it! hehe
But seriously, if we have time limits as an option, we should have TWO models for it. (besides off. ) Per turn, and per game (players actual turns, not opponents) like in chess. Now THAT could be cool. Do you take time to MM early on and get rushed in the end game, or do you save your time for when it really counts? Can you win before time pressure becomes a problem, or will you go down in a blaze of click festing trying to end the turn before the clock does.
Which reminds me, the latter model needs to have its own options, like a time delay. In chess, some clocks are allowed that gives a five second delay before it actually starts counting down on your turn. It'd be interesting to have a similar, albeit a bit longer time delay option. 
But you have to be able to turn it off. Actually I think it should be off by default, to be turned on by will. But time limits can lead to click festing, not decrease it. At least if you need to get x number of things done in the 5 seconds you have left.

Hi, I found out about this project just a week ago and I read the more interesting threads, but I'm not very informed yet.
Anyway, I think you could do something very interesting if you integrate IFPs/GPs and time limits. I'm not very sure of the exact way you are going to use IFP/GP in this game though... I usually hate time limits in SP but in MP they're good if done properly.
