Some of the voluteers were people that knew they were destined to have their number come up because it was low. The US now has an all volunteer military. Thats much better for morale and the US can go back to being a largely civilian nation as it had been for most of its history. Volunteers make better soldiers at least when you don't need everyone you can get. It also upsets us civilians less when the military has to fight. They all volunteered for it and there is no draft to protest. There is no doubt in my mind that if we didn't have a draft there wouldn't have been nearly as much protesting over the Viet Nam War. Shortly after they stopped sending draftees to Viet Nam the protesting went way down and US politics became less volitile.
