Given that the Incans are the aggressors in this conflict, and that they were the first to seize cities, the Spanish think it only fair that the Spanish begin withdrawal before any technology or gold are exchanged. Such a sign of good faith is required in this situation. There is no evidence to suggest that the Incans will not simply accept technology and gold and continue to occupy the Spanish Capitol, as well as many of the other jewels of the Spanish Crown. They Incans have indicated through the language of their diplomacy the desperate and savage mindset their leadership has had in the recent past.
The Incans have been trained in some excellent defense technology, and are willing to trade, but not until our Capitol is returned and there are signals that the rest of our cities will be returned.
