It doesn't count as an over-qualification if you actually use the qualification. Someone with a medical degree who's a doctor isn't over-qualified. Someone with a biology degree (or whatever PH has) who flips burgers is definitely over-qualified. (Or perhaps under-qualified--for all I know PH is an incompetent burger-flipper).
