IIRC it is because the smile code can only have 10 characters, and :surrender fills all 10, with no space for the closing :. All the other smilies have <= 9 characters, so have room for the last :

Sadly, I am incapable of seeing animated smilies on this computer. They're eternally stuck in one position. (Makes it impossible to tell the difference between a rant or spam smilie, f'rinstance).
